Optimal Care Services offers a complete range of special education services from birth through age 21 across all five boroughs of New York City. Our continuum of care ensures that families receive consistent, high-quality support through every stage of their child’s development.

Early Intervention Services — Birth to Three Years

The earliest years set the foundation for a lifetime of learning. Our Early Intervention program provides comprehensive coaching and support for families with infants and toddlers who have developmental delays or disabilities. Services are provided in your home, community, or childcare center by caring professionals who understand how children learn and grow.


Our Early Intervention services include:

  • Multidisciplinary Evaluations (MDEs)
  • Special Instruction (SI)
  • Applied Behavior Analysis (ABA)
  • Speech Therapy (ST) and Speech with Feeding Therapy (STF)
  • Occupational Therapy (OT)

  • Social Work and Psychological Assessments

All services are delivered in your language, in your home, community, or childcare center, and at no cost to your family.


SEIT Services — Ages 2.9 to 5.9

Special Education Itinerant Teachers (SEITs) work one-on-one with preschool children in their classroom or home. These dedicated professionals help young learners develop the skills they need to participate fully in preschool activities and prepare for kindergarten through their Individual Education Program (IEP).

SETSS Services — Ages 5 and Older

Special Education Teacher Support Services help school-age children succeed in the general education classroom. Our teachers provide specialized instruction that addresses each student’s unique learning needs while keeping them connected to their peers.

Pendency Services — Ages 5 to 21

When changes are happening with a child’s educational placement or services, Pendency ensures continuity. We provide uninterrupted support so children can keep learning and growing while families and schools work together to determine the best path forward.

The Early Intervention Program (EIP) is a public program funded by New York State, Nassau, and Suffolk counties, and the NYC Department of Mental Health, and is for children less than three years of age, who have or are suspected of having a developmental delay and/or disability. Eligibility for EIP can be determined only by State aproved evaluators under contract with the municipality. If a child is found eligible for the EIP, all services are identified in collaboration with the family and must be authorized by the municipality.The municipality will arrange for service providers to deliver services authorized by the municipality. All services under the EIP are approved at no out-of-pocket costs for families, but health insurance may be accessed, without affecting your family's benefits. For services provided in community settings that require a fee, the parent is responsible for paying those costs. Optimal Care Services is an approved provider of Early Intervention services under contract with New York State Department of Health; a New York State Education Department-approved Special Education Itinerant teacher (SEIT) service provider, including bilingual SEIT, Special Education Teacher Support and Services (SETSS); Pendency; and a Continuing Teacher and Leader Education (CTLE) sponsor. The committee on Preschool Special Education (CPSE) program is funded and regulated by the NYS Education Department, county, and your local school district for children 3-5. Services are provided at no direct cost to families for children who meet eligibility guidelines.
